ANAPTYXI.gov.gr is the official website of the Ministry of Economy and Development that provides detailed information on the progress of the implementation of the National Strategic Reference Framework (NSRF 2007-2013) and the Corporate Pact for Growth Framework (NSRF 2014-2020) ).
More The website was developed by the Special Intelligence Service (IIS), in collaboration with the Special Strategic Planning and Evaluation Service and the Development Management Program Management Unit (MOU SA), aiming to ensure transparency and the dissemination of information on the implementation of the Operational Programs.
ANAPTYXI.gov.gr is fed by the Managing Authorities, the Intermediate Bodies and the Beneficiaries of the Operational Programs through the Integrated Information System, which is the central system of information, management and continuous monitoring of the implementation progress of the co-financed projects.
Useful definitions
Project is a group of activities aimed at implementing an integrated and functionally independent object / result. Each project is selected by the Managing Authority of the Operational Program according to specific criteria. The project is implemented by one or more entities called Beneficiaries (public or private body, entity or business). Where the beneficiary is a public body, the projects are implemented either by contractors selected by public tender or by the company's own means (self-employment).
Subproject: part of a project that corresponds to the realization of a distinct part of the total physical object and is imprinted either in a corresponding contract or in the form of self-employment, ie the execution of the physical object of the sub-project by the implementing entity.
Stages of development of the project:
- Submission - Request to fund a project from an operational program. The request is submitted by the project promoter (potential beneficiary) to the Managing Authority of the Operational Program following an invitation.
- Evaluation of proposals - Includes: (i) the Managing Authority's assessment of the suitability and adequacy of the entity proposing the implementation of the project as well as the completeness of the data accompanying the application so that an assessment can be made (ii ) the examination and rating of the proposal on the basis of predefined evaluation criteria.
- Integration - Decision to finance the project from the Operational Program after a positive evaluation based on specific evaluation criteria.
- Tender - Public tender for the selection of the contractor to undertake its implementation. (This stage concerns only projects implemented through public contracts with external contractors)
- Legal Undertaking (Contract) - Public contract between the implementing body and the contractor for the implementation of the project
- Completion - Completion of the physical and economic object of the project and fulfillment of all other obligations arising from the current regulatory framework.
Key stakeholders in a project:
- Managing Authority: Specially staffed service, responsible for the management of the Operational Program. The responsibilities of the Managing Authority include planning, monitoring, financial management, and evaluation of the Operational Program projects.
- Beneficiary: Public or private body, body or business responsible for initiating and implementing operations. Under aid schemes under Article 87 of the Treaty, beneficiaries are public or private undertakings which carry out an individual project and receive public aid.
- Funding Organization: An operator that undertakes to finance the Implementing Body for the execution of the Project.
Selective State aid to entities engaged in an economic activity (private or public), which affects competition at European level. The aid may take the form of a grant, a tax exemption, a guarantee, a concession for the use of public property, etc.
For the 2014-2020 programming period, the Common Provisions Regulation (Regulation (EU) No 1303/2013) sets out 11 Thematic Objectives to be supported by the European Structural and Investment Funds (ESIF):
- Strengthening Research, Technological Development and Innovation
- Improving the access, use and quality of Information and Communication Technologies
- Improve the competitiveness of small and medium-sized enterprises and the agricultural sector (EAFRD) and the fisheries and aquaculture sector (for the EMFF)

- Promoting adaptation to climate change, risk prevention and management
- Conservation and protection of the environment and promotion of resource efficiency

- Investing in education, training and vocational training for skills acquisition and lifelong learning

PA: PA 2014-2020(Partnership Agreement for Growth Framework) is the key strategic plan for the country's development with the support of significant European Union Structural and Investment Fund (GRNET) funds.
Through the implementation of the PA, the structural weaknesses of the country that contributed to the emergence of the economic crisis, as well as the economic and social problems it has created, are being addressed. Also, PA 2014-2020 is invited to contribute to the achievement of the national targets towards the Europe 2020 Strategy. The objective of the Europe 2020 Strategy is to promote growth:
- smart, with more effective investment in education, research and innovation,
- sustainable, thanks to the decisive transition to a low - carbon economy, and
- inclusive, with particular emphasis on job creation and poverty reduction.
PA 2014-2020 consists of 20 Programs, of which 7 are Sectoral and 13 Regional:
- Sectoral Programs concern one or more sectors and have a geographical scope across the country
- The 13 Regional Operational Programs (ROPs), one for each of the Greek Regions, include regional actions
- Co-financed Public Expenditure on an Enhanced Project: The part of the project budget to be funded from national and EU funds.
- Co-funded Public Expenditure on Legal Commitments: Co-financed public expenditure for which legal commitments have been undertaken through public procurement or project implementation decisions by its own means.
- Public Expenditure: Expenditure incurred to cover a part (where there is a private contribution) or all (when there is only public participation) in the budget of an Operational Program and / or project, and comes entirely from Public (National and Union) resources that is, the sum of the National Public Expenditure (National Participation) and the Union Participation – Subscription
- Expenditure incurred: Expenditure incurred by the implementing body for the implementation of the co-financed project.
